Julia advises the OSCE Representative on Freedom of the Media at the intersection of human rights, technology, diplomacy, and security, leading the Office’s digital portfolio and work on AI. Julia established and led the OSCE’s Media & Big Tech Initiative, bringing together and coordinating over 150 experts worldwide over the course of 18 months. She co-authored and co-edited the Policy Manual on Safeguarding Media Freedom in the Age of Big Tech Platforms and AI which offers comprehensive policy guidance for states and promotes constructive multi-stakeholder engagement. Before joining the OSCE, she worked as legal and human rights adviser at the Austrian Foreign Ministry. She’s an international lawyer, sits on the Advisory Board of the Vienna Forum on Democracy and Human Rights, and is Rockefeller Fellow for the Trilateral Commission. She won awards for her academic work and gender equality efforts.
